Normal traffic will not be allowed on Bailey Road, Dak Bungalow Road, Fraser Road and Gandhi Maidan circular road. Barricades have been put up on the stretch from the airport to the summit venue. The locals, including the passengers approaching Patna Junction and the city airport, are likely to face hardship during the period.

Bhattarai, who is visiting Bihar for the first time as PM, will arrive on Friday and return the same evening. Chief minister Nitish Kumar is likely to receive him at the airport and host a banquet in his honour later. Bhattarai will be accompanied by an 18-member delegation, including his ministers.

Police on Thursday carried out a security drill from the airport to the venue. A large number of magistrates has been deputed for law and order, a top cop said and added securitymen would also be deployed at hotels where the VIPs would stay. The Nepal PM will stay at the Raj Bhavan for a brief period.

Several industry and trade honchos, intellectuals and policymakers as well as representatives from 20-odd countries will attend the summit, organized to brand Bihar and create an investment-friendly atmosphere in the state. Except for the inaugural and a special plenary sessions, which will be held at the hall, other sessions and workshops on Saturday and Sunday will be held at a posh hotel. tnn

The summit is being jointly organized by the Bihar Foundation, ADRI and Delhi-based Institute of Human Development.

Modi on Wednesday said, “Last time, the NDA government had organized global meet in 2007 to display ‘resurgent Bihar’, but this time we would show to the world audience how Bihar has changed.” The main objective of the summit is to brainstorm with the partnership of experts participating from India and abroad, the potential areas of future progress of Bihar based on the strength of its past, he said. The idea is to forge partnerships of thoughts and action with people and institutions of eminence in India and abroad. It would be inaugurated by Nepal Prime Minister Baburam Bhattarai. He would be received, as per protocol, by CM Nitish Kumar and his cabinet colleagues at the local airport.

“The summit is being organised for ensuring the state’s development with justice by holding extensive discussions on the subject and not merely mobilising investments,” Kumar told reporters here.

The summit would give an opportunity of exchange of views with experts for ensuring development and what more could be done for achieving all-round growth, he said.

Bhattarai would inaugurate the three-day summit, he said adding he would hold a meeting with Bhattarai to discuss development works being carried out in the state.

Several NGOs, entrepreneurs, researchers and plan experts from across the globe are expected to exchange views during the summit, being organised by Institute for Human Development, Bihar Foundation and Asian Development Research Institute.

The invitees and participants would be non-resident Biharis from across the world and those interested in the development of Bihar.

Delegates from China, Japan and other Buddhist countries from South East Asia would participate in the summit, official sources said.

It would consist of Registration and Pre-Event Sessions till 1 PM. There would be 3 parallel pre-event sessions at Hotel Maurya, Patna before official inauguration at S. K. Memorial Hall.

Sahitya Samvad 
It would be an Interactive session wherein some well known authors poets and litterateurs fromBihar would exchange their ideas and experience. It would be moderated by Prof. Arun Kamal ofPatna University

NGO Forum

It would be coordinated by Mr. Sujata Prasad Director, Institute of Government Accounts andFinance,   and would discuss the increasing  role of NGOs in the growth of Bihar. Figureheads and Representatives of about 25 NGOs would participate in this session

Presentation on Bihar Development

This Session would consists of view exchange and experts on Bihar Development. Several NRIdoctors, entrepreneurs and Businessmen would attend this session.  It would be chaired by Prof. N. K. Chaudhary of Patna University.

Inauguration

The Inauguration of the Summit would take place at 1500 hours by Nepal Prime Minister Dr.  Baburam Bhattarai. Bihar CM Nitish Kumar , Dy. CM Sushil Modi, RBI Governor D. Subbarao,Planning Commission Vice-Chairman Dr. Montek Singh Ahluwalia and several other dignitaries would be present there.

Plenary Sessions

The Post- Inaugural session would commence at 4:30 PM with the theme of  strategies for mainstreaming less-developed regions in the inclusive growth process (with special reference toBihar). It would be chaired by Mr. N . K. Singh, former Member Planning Commission and would  feature Prof. Lord Nicholas Stern  from London School of Economics and Political Science, United Kingdom,  RBI Governor D. Subbarao  and Dr. Montek Singh Ahluwalia, Deputy Chairman , Planning Commission as the speakers.

A small cultural program would also be organized which would showcase rich cultural heritage ofBihar.
